Third-party vendors may not submit or use USCIS receipt numbers for individuals who are not users of their application without those individuals’ express consent. Doing so, including submitting “neighbor” receipt numbers, violates the DHS Terms of Use Rules of Behavior, Section III.D.3.a.i.
